CPU/Mobo Z87-Pro motherboard is almost dead, can I repair it ?

Hi,
My old Asus Z87-Pro motherboard stopped booting since
yesterday. I took out the board from the cabinet and
did some basic testing and noticed the following

- Now the board has only cpu and ddr3 ram. I have
tested the cpu, ram and psu independently in another
system
- As soon as the PSU is connected to the board,
the power switch on the board lights up. Pressing
the switch has no visible effect. The 2-digit
diagnostic 7-segment LED remains off. Even the
PSU fan does not spin.
- I noticed that the circled area with two caps
heats up. One of the metal cap is too hot to touch.
- CPU fan does not spin.

I really like this board and if possible would like to
repair it. Though it is out of warranty I contacted the ASUS.
Support guy gave me the following repair shop address
(in Dehradun !! and I am in Bangalore ) and said for
out-of-warranty boards this is the only solution..

Does any body has any experience with this outlet ?

How old is the board, was it ever overclocked, how long the setup used to run on an average on daily basis and when did you happen to face the situation first..while gaming, idling or what.
 
Hi,
I purchased the board in October, 2014 and it was never overclocked. It was configured as a linux server but also used as desktop with four SATA disks with 24GB ram. File system was ext4 initially and ZFS volumes from 2019. I never had a single
hardware issue with this system till this problem. System was used anywere 6-12 hours 5 days a week, sometimes on weekends also. No gaming.
PSU is Seasonic 500W.

This failure is definitely due to power line disturbance. I was using a FSP 2KVA online UPS but recently that UPS
died. I tried getting it repaired but failed. While I am now looking for a new UPS I had connected the system
directly, I know :( . On the day system died, first time I started the system it showed a diagnostic code of '00' (this code
is not used and it is not normal) but no boot. I restarted and the same thing repeated. I powered off and disconnected
the power cable. Later when I tried powering up, it died.

Thanks in advance for any pointers...
