PC Peripherals Which TV tuner?

I am out in the market looking for a TV tuner. And the dilemma is,I know nothing about them except that they can be used to watch TV on PC.:rofl: Need some suggestions from guys using them. Budget is around 4k. Obviously picture quality is of paramount importance since it will be mostly used to watch babe......uhm err.....basketball.. Subsequently the ability to record the video in a decent size without compromising on quality is also required.
Pour in the suggestions please.

if your requirement is of internal tv tuner you can go for hauppauge pvr-150. You can get it in india.
