Monitors Suggest me really good monitor ~10,000inr

Hi Friends

Please suggest me a really good monitor around Rs 10,000.

1. Brand does not matter: for a good monitor
2. price <= Rs 10,000
3. matte finish, IPS pannel
4. size: 20"-24"
5. Full HD, 1080p
6. DVI/HDMI is must
7. response time < 5msec
8. primary req: browsing/movies/image editing and no gaming

Dell S2340L has a glossy finish. AOC matte panels within your budget dont' have response times < 5 msec. Decide which one is more important.

For browsing/movies/image editing, I don't see why you need 5 ms response times. Movies are 24fps, i.e. each frame change only needs (1000ms/24) = ~41ms.

After few minutes of google, I came to know that IPS-AH is the best among IPS panels.
Asus makes some IPS-AH panel LED monitors but I doubct those are available in India.
Even Dell S2240L uses the same IPS-AH panel made by LG.
 
Thank you all for your suggestions for helping to buy a AH-IPS panel 22-23" LED monitor.

I'm now confused between ....
1. Dell 2240L : But it has a glossy screen (today saw in a Dell store)
2. AOC i2367FH : Got some bad review (
)
3. AOC d2367PH : The display quality will same as above (bad review)
I really do not care about the thick bezel instead of the advertised ultra slim bezel, but worried about the display quality as it deviates from the color reproduction.

Today I had tried to see the AOC monitors in action in stores at CTC,Hyderabad, but NONE of them that in display or not ready open the pack !!! I do not want to but a monitor without seeing it in action. Anyone can help me by uploading some side by side video of above Dell and AOC monitors ?
