Storage Solutions Seagate 250gb hdd not being detected

Just bought a 250gb seagate sata hdd(internal). Its not being detected in windows xp or seven, not even in bios. Though its working in some other pc.

I have already 80gb seagate sata hdd (main)

I also have a WD 160 gb hdd which my system is detecting. I use only 80gb one and i use 160gb hdd for backing up data. Its also internal.

I have a Intel 915GEV mobo (4 sata ports) and a 400W Iball PSU.

Could it be PSU? Because its a crap psu. Bought in 2005.

I have tried almost everything( checked diskmanagement, nothing is there. Also tried changing cables, still not working)
 
disconnect all drives and connect only that drive.. see if its detected by bios...

If yes.. then psu is the culprit.
 
Back up data if you can & then RMA... Pray you get a new replacement 'coz Seagate is now providing "Certified Repaired" against RMA....

Yeah i tried that. Bios was detecting it(the new 250gb one, other hdd disconnected) earlier, now its not.

in that case.. its your PSU that is incapable of powering all at once.
