Isn't the announcement before call a Google Dialer thing? You'll be hard pressed to find a phone without it unless you buy an ancient one with Mi Dialer.

That's strange. One of my acquaintance had samsung phone and it announced. That was more than a year ago. Maybe some custom dialer.
