They are pretty much the same as I said.

In some cases Mali400 could be slightly more powerful

But both are powerful enough, so its nothing that should influence your decision.

If you are ready to consider the phones in Sam.Note range why not the latest Optimus 4X. Generally LG Phones have good Developer support too.(Experience with P500)

lookout tonight for this deal on s2 at HS18. There's a good chance that it'll fit or even be below ur budget ! .
But keep in mind its for i9100G(OMAP) one and has a less powerful hardware ( both cpu & gpu ) compared to i9100(Exynos) one.
