Get the Core i5 2400 it makes more sense to get a quad-core than a lowly dual-core, you'll see the need as your system will get older and improved x64-bit applications are released. AnandTech - Bench - CPU

Also I think it is better if your pal spends a bit more money on the motherboard than the standard Intel originals, them electrolytic capacitors gives me the creeps. I lost my first system to heat + electrolytic capacitors + Age of Mythology = burnt capacitors, complete system overhaul. And one more thing bruv, don't get the H61 chipset based boards seriously they don't even support RAID, which is anathema in todays day and age.

If you can spend a bit more say 600bucks more then buy NZXT Gamma cabinet instead of CM Elite coz NZXT Gamma is a great cabinet has good airflow plus bottom mounted PSU...

Edit: You can buy all the suggested components from TheITWares (aka E-Lounge) which is located in Lamington Road... If you would buy all the components from him then he may assemble the PC for free or he may charge 250bucks...
