Symbian preferred? Rare case here. The only phones i can think of in your budget are older ones like 5230, 5250, 5233 and if you can extend a bit, then C5-03. Personally, i would not recommend any of these though, due to old, unpleasant looking s60v5 OS, resistive touchscreen etc.. You got a budget for an Idea Blade, which is a 2nd gen ZTE Blade, unlocked, decent CPU+GPU for the cost, good screen, and Android 2.2, upgradeable to 2.3.

Nokia C5-03 would be a good choice here. Its a nice phone. OP doesnt want android, so Nokia would be the best choice, The basic applications that a normal person would use are available with Nokia Stores.

Just thought that the OP might have some misconception about Android and is hence avoiding it. Anyway, as Comp@ddict said, the Nokia 500 is good for him but a bit out of budget, and cannot even play Angry birds since it has no dedicated GPU(doesn't matter if he doesn't play games at all).

you can try Dell xcd 35 aka zte blade should be around your budget but it runs android os and android is anyday better and more recommended than Symbian

If you are after Symbian touch, extend your budget and get Nokia 500 at 9.5k. That is the only phone worth buying for touch screen as all others have resistive touch screens (Apart from Asha 303 which is Symbian S40).
