Budget 0-20k Help with buying 2nd hand machine

I came across someone selling their PC with monitor for 16k.

Here is the config:
Intel core i3 3220
Gigabyte b75m-d3h
Seagate 500Gb 7200rpm
Corsair 8GB ram with 1600MHz
U-Max 600 Watt SMPS
Iball Cabinet
Dell E1914H 19inch monitor

All these are about 1.5 years old with receipts - assembled machine.
I intend to use this machine for:
1. photo editing
2. watching movies
3. connecting my guitar to line-in and use machine as amp with effects

Can someone give me input if this is a good deal or OK deal or bag deal?
And for my needs, what changes I need to make to this machine and approx. cost to do so - if at all needed.

by the way,
I was planning to go buy this today:

MoBo Gigabyte GA-78LMT-USB3
Processor AMD FX-6300
Memory Corsair ValueSelect 4GB
HDD WD Caviar Blue 500GB
DVD Drive ASUS DVD Writer
CM N200
PSU Seasonic ECO 500

But since I need to save money for some payments, I'm thinking buying this used one is good way to save some money.
So how big a step down is it with respect to performance.
 
The three tasks you've mentioned can be easily accomplished on either of these configurations so it does come down to how much you want to save for your other needs. The performance difference is marginal between the two for everyday tasks. I'd prefer 8 GB of RAM is you're going to be working on Photoshop. I can't comment on the power supply (Umax) since I've never had the privelege of fiddling with one.
