This ones for my cousin he mostly like to play cs online but also wants to play a few new games like fifa11 and Nfs HP3 so do suuggest a cheap gpu

Rest specs posted by Hades are great. The graphics card I provided has slightly more muscle and should keep you cruising for another year or so. All prices from SMC International, Nehru Place.

can your cousin spend 2k more? if he can then buy BenQ G2220HD ~ 7400 or BenQ E2220HD ~ 8.6k comes with 11 ports including two HDMI ports...

^9800GT. Seriously in this day and age you are still hanging on to that. You are seriously out of touch with H/W scenario.
Also avoid the Nvidia chipset based AM3 mobo. Go for 760G mobo since it offers loads more important features like PCI-E 2.0 and HT 3.0 for just ~Rs.300-400 more!HIS Radeon HD 5670 IceQ 512 MB Review - Page 26/32 | techPowerUp

HD 5670 conumes just ~50-60% as a 9800GT and performace is 90% of that of the 9800GT. It is cheaper too.
Go for it or increase budget slightly and go for MSI HD5770 1GB GDDR5 ~ 6.8k which is excellent for gaming @ 1600*900. If you already have DVD R/W and Speakers it easily fits in the 25k budget :)

^ For now get 2gb ram instead of 4gb and add the saved bucks to athlon x3 it will be better, and instead of 9800gt get hd5670 @4.5k,its better.
