As per this post here it now also has docker support though with such limited hardware not sure how many one can run smoothly.

I would strongly suggest Jellyfin in this use case. Use any 7th gen or newer intel processor, and you have quicksync doing all the heavy lifting. Audio is still transcoded by the CPU, but I have not had one issue so far. Running i3 8100 and 8500T. Not sure but isn't plex more "avg user...

NZXT c series gold plus PSUs are pretty good. I have the c750 running a 5700X3D and 3080Ti without breaking a sweat. Bought from FK only a few months back for 6k

Edit: this is available for under 10k on MDComp And is also not worth this price, it has just one M.2 slot and only one HDMI (no DP) which is relevant if you're going to use it with iGPU. There is no scope for dual monitor.
