Do old Mac Mini requires any special kind of RAM for upgrade?

It'll work fine in regular PCs, I've used Crucial "special" Mac memory in regular laptops and regular modules in Mac computers interchangeably since the DDR2 era.

Mac compatible memory is usually priced higher because they often have the same densities and timings as the original Apple memory modules, allowing you to retain dual channel operation while using a combination of original and third party modules in your Mac.

There other environmental aspects, Mac compatible memory has to have the same recyclablility as the Mac itself, so it's often stuff like lead free, halogen free, etc — these are mostly EU related regulations. Computers in the western world don't have much of a second life and are often scrapped when it's time to upgrade.
