For li-ion batteries ideal operating temp would be around 20 degree Celsius.
Higher temperatures would give you better battery performance but would kill your battery faster as well.
Lower temperatures would gradually degrade battery performance and eventually would stop working at (-20 degree Celsius).
Keep in mind, Specifics would vary with manufacturer/batch etc. Try to maintain the operating temperature around 20 degrees.
