Chepest smartphone

Can you suggested cheapest smartphone - Email/attachment viewing / chat like SKYPE / browsing mostly on 2g sometimes on 3g/wifi.

I recommeded Nokia e5. But he wants android / touch less than 9000 bucks. Any suggestion.

budget 9k - Optimus One / XCD 35 (bigger & better screen useful for browsing)
best for browsing - 13K - Spice M-410. 4.1" - 1Ghz for browsing Flash content ("almost desktop" browsing experience)

^^^ I also would recommend spice mi-410 as the previous member. Hardware wise best in the market for the price. Similar hardware is seen on phones in 20-26k range. But do not know about spice credibility and customer service.

Also Optimus One and XCD35 is an excellent option but for little bit more, you can jump up to 1 ghz phone, which completely changes the user experience.
