Buying a laptop in Chennai for a friend, need your suggestions

Here are the requirements.

He'll be using it to browse the net, probably stream some HD videos, watch movies and occasionally program on it and do some reports on Excel and docs. He doesn't play games and he is planning on using it for atleast 5 years.

Budget : Rs 30,000 - 40,000
i5 processor
250GB disk space
4 GB RAM
I was suggesting a 14" or 15" screen
Windows 7 Original

He has a friend in Dell and he said, he can get some offer through them.
Which models do you guys suggest? Also is getting the "Support" like "Apple care" good for laptops which we buy in India? Also let me know how much that support costs?

Btw, Dell is just an option. If you'll think there are better brands/models out there, please let me know.

^ Yea I read that, but remembered those models from the top of my mind, hence posted :D

Compaq has a CQ62-106TU with similar specs [i5/4GB/500GB/W7P/15.6"] and costs around 40.5K.

However, you will get the same model for 35K with DOS, 2GB/320GB
