Xperia tipo for around 9k (single sim version is arnd 8k)..galaxy y duos should be on the lower end of you budget...then there's galaxy music duos (decent specs but 3 inch screen only) for 9k thats a good phone to...huwaei g300 has the best specs among all reputable manufacturers...if you're ok with indian brands theres a lot to choose from including lava iris 502, xolo a700 and intel x500...

In your budget the best value for money phone is the Micromax Ninja A89 ~ 6.2k.
1GHz dual core cortex A9 processor + PowerVR SGX531 GPU + 512MB RAM + ICS (Same as the A110!) But has a smaller 3.97" WVGA (non IPS) screen.

If branded ones then the Xperia Tipo for ~ 7.8k or the Huawei Ideos X5 U8800 Pro ~ 8k.

Other low end option is the Karbonn A15 for ~5.5k.

I am also looking to purchase a phone in almost same budget for my wife. As of now she is using Nokia 5230. I am considering newly launched Huawei Ascend Y210D which is around 5000. It looks good specs wise but I am waiting for at least one genuine review. I found it better than tipo or explorer. U8800 pro is good but out of stock everywhere. Other option could be Lumia 510 but it costs around 9500. I am not much sure about Indian brands quality.
