There is an agreement dispute between apple & vodafone / Airtel, which prevents them for acquiring 3GS, hence it is unlikely to get launched.

The earlier target has not been reached by vodafone / Airtel, so no more 3GS for India.

There is nothing for iphone 3gs in india for such a heavy price and as contract system dooes not exists in india no one can dare to launched iphone with rates people dreaming in usa. so it does not seems possible that it will launched ever in india.
