Sell of everything except your cabby and get about 5k.

Then you can get yourself a AMD X 240(3.3k) + Biostar 785G(3.9k) + 4GB(3k) + 4670 (4.3k) + Zebronics Pro 350W (1.3k). You still have 5k left over which you can use to get better AMD X2 550/speakers/headphones/ an optical drive/hdd.......

Anyways this config will be leaps ahead of your current config and you should be max'ing most games out on your current resolution.

Intel E5200 3.2k
2x2GB Transcend 800Mhz RAM 2.5k
Corsair CX400 3k
9800GT/HD 4850(preferred)/HD 4770(preferred) 5.5k plus

^This will allow you to stick to your current mobo and get the maximum performance from your current 15k budget.
Expect to max pretty much any game on your current display, with plenty of AA+AF eye candy enabled.
When you feel you can spare an additional ~2k, Get the Gigabyte G31M S2L/ES2L motherboard and you can OC this processor to a healthy 3.3Ghz+/1200Mhz FSB+ on the stock cooler w/o touching voltage(chip permitting, of course).

You are going to get somewhere close to 2-3k from selling the existing components that will be replaced. If you do a phased, step by step upgrade, these additional funds can be allocated to a new motherboard/better GPU.

+1

maybe you should get a better PSU like Gigabyte 460W for 2.2k. This config would overclock nicely as well.

keep existing motherboard and get E5300 - 3.3k

Ram - 2 x2gb transcend - 3k

Graphics - GTS 250 512MB - 7.2k

Psu - Gigabyte 460w - 2.2k

current cpu - 1k , ram - .9k , card - .6k
