Slow Internet on Vista x64

Recently I installed Vista Ultimate 64 Bit on my computer to dual boot it with XP Pro 32 Bit. But while using Vista, the downloading speeds are very slow, around 5-7kbps on a 256kbps connection whereas the speeds are fine on using XP. What is the solution for it?
PS: The speed I am telling is not while using Torrents. These are the speeds while downloading through Firefox downloads manager. Also Windows Update is not downloading anything.
Plz Help Me!
 
When did you install Vista? There was one of those undersea cable cuts causing slowdowns for a lot of people...
