You can always buy FO:3 legally, without any VPN, from GMG/Gamersgate and redeem it on Steam. GMG/Gamersgate versions of FO:3 (DLC & FO:NV) are not region locked AFAIK.

Legally - no. But people have been buying DD games from Amazon.com using Indian CC's and fictitious US addresses. Do it at your own risk.
Also FYI, "Tom Clancy's Splinter Cell Blacklist Deluxe Edition" was sold as low as US$5.78 six months back on Gamersgate.
Gamersgate is a 100% legit site and I have bought over a 100 games from them over the years, many of which have been just "Steam keys". Never had an issue even once.
Similarly, Hitman Absolution has been on offer for as low as $3.78 five months back on Steam itself. Its likely it will hit that price (or lower) on Steam either during this sale or next months "Steam Year End" Steam sale...
