Budget 0-20k Need help in Home Server PC

Now that the hardwares are ordered. I'm suggesting my friend to use OMV, since I use it in my Pi I would be able to guide him in any help. However, he has a Win License and planning to use Windows 10/11 OS.
I don't know how easy to use Windows for a home server, also it's advantages and disadvantages. Main use would be for Plex, PiHole, BitWarden etc which means most of these applications would run in docker. Can we use docker on Win OS?

Yes, but there will be some differences since it uses WSL2/Hyper-V as the backend.

Got it from a seller near SP road in Bangalore, many refurbished sellers have this model or dell optiplex, you can find them on OLX or FB Marketplace

When was this and do you remember the name of the seller ? I see similar config at a moderately higher price on Amazon.

I'm also looking for a refurbished mini pc for the vfm aspect but haven't decided on the config. I see that 6th gen doesn't have hardware support for h.265/hevc but 7th gen and above does. I don't know yet if I need that or not. Is it worth paying extra for a 7th gen processor like i5-7500t ?

This was around a year ago, don't remember the seller, was a small shop. I think you can still find sellers on FB Marketplace or OLX for the same price still, cause I saw a few last month or so.

For some reason i5-6500T seems to be the most common processor among the refurbished mini pcs. Will probably settle for the same if it turns out to be too much hassle to find the next gen.
