There is no real perceivable difference to be honest. However, there is some difference if you try to look for it. Moreover, you cannot simply compare CL14 vs C16. It is a combination of both speed as well as timings that matter & are comparable.

If you go through it you'll note that the highest speed RAM are not the fastest & the lowest CL timing RAM is also not the fastest. It is a combination of both high speed & lowest timings that really matter. Also in the conclusion you can see that the sweet spot is usually at 3600Mhz CL16 or 3200MHz CL14 timings & achieving anything above that depends upon a lot of factors including your RAM, motherboard & CPU. Personally I would go with 3200Mhz CL16 kit as those are usually significantly cheaper in our market than 3200MHz CL14 or 3600Mhz CL16 kits & paying a premium of more than 40-50% is simply not worth it & is better spend on upgrading something else in your system.
