Budget 90k+ 1440p PC build

I don't care about the looks, just the performance.
  1. What is your budget?
    • <110k
  2. What is your existing hardware configuration (component name - component brand and model)
    • Monitor and other peripherals
  3. Which hardware component are you looking to buy-
  4. Is this going to be your final configuration
    • Yes, may upgrade once I start hitting 23fps
  5. Where will you buy this hardware?
    • Mumbai (please suggest good shops in DM)
    • Open to online purchase/ second hand/ FB etc.
  6. What is your intended use for this PC/hardware
    • Gaming + maybe some AI later
  7. Do you have any brand preference or dislike? Please name them and the reason for your preference/dislike.
    • I don't know which brands(asus/zotac/sapphire/etc.) are good

Main questions-
  1. Which brands do not ask for bill for warranty claims? (looking to buy without bill to save some money)
  2. Should I buy a 4070S or used 3090 (been looking for a 3090 at ~50k)
  3. Cheap case with good airflow
 
Your call, if you want to risk buying a used product for 50k, but a 3090 will perform better & save some money indeed.

Galax REV 05 looks decent for a budget case.

AMD's stock cooler ain't good enough for Indian climate, even something basic like AG400 does a much better job. Get a better mobo as well IMO, I'm worried about its VRMs, but it should mostly be fine for gaming with 7600 but not sure if it can handle a 100-125W CPU (like say you want to upgrade to a successor of 7800X3D after 3-4 years).

I know below graph is a worst case scenario, but still relevant considering our ambient temps are higher:

The HDV/M.2 mobo is a good choice, I have a similar build planned with it and a 7800XT. Also spending a little more on the case and getting a Corsair 4000D, liked its aesthetics.
