Rig under 40k

I have opened this thread for my brother.
He has a budget of 40k to build his rig.He was gifted HD6970 from his father.
So Leaving aside the GPU he has a full 40k budget.
Please suggest a good rig as i have to buy all the components for him and also assemble too.
He has only the GPU and nothing else.So i need everything.
His Monitor requirement is 24".

This rig costs you a bit more than your budget but its worth it. But if you dont want to exceed 40k then go for a 500GB HDD and save 1k.
 
Gaming...He was insisting on a 27 inch one. I told him that a 24 inch will be enough. He does not want to go below 24.
 
If he would go with G2220HD then he would be able to save some 3k which he can invest in a better mouse and a keyboard like arctosa and deathadder which would really help him in gaming... Yeah there is onething that he would lose and thats 2inch real-estate which is not a lot IMO... And I would like to add one more thing that both the monitors support full hd resolution only (1920x1080)
 
Well i'll be going to his place tomorrow i'll ask him that. But as far as i know he is a moron and will not listen to me.I know how i convinced him to buy a 24inch one and not the 27inch.

P.S. I dont even know why he bought the GPU first? He was holding in his hands and showing me as if flying a Helicopter toy.:facepalm:

I could not find Altec Lansing 2.1 VS2621 and Gigabyte GM6800 in any local store.Money left is 3.5k.

Any suggestion?

He wants to spent full 3.5k on these two. He prefers more on speakers less on mouse.
