Modem dead!

I own UTStarcom WA3002G4 router with BSNL connection. Problem is ADSL light (yellow) wont glow. It glows briefly for a second when i turn on the modem. And also, my phone is dead. Are these connected? I doubt since phone has been dead even before modem failed on me.

Is there any particular physical connection I should check?

PS: I called CC. They told me they would send help. You know how that works in BSNL
