Making Symbian S60 Skins?

Hey,
Does anyone know how to make skins for Symbian S60 phones? I would really appreciate it if you could link me to some software which I can use for this.

Wow! 72MB download! I'm gonna try and get this s/w. If anyone can find something smaller MB'wise, it would be nice. :)
