the rig that i have suggested is slightly over your budget but really worth it... If you can't spend 27k then buy speakers later after saving some money...

If budget is slightly flexible consider the Dell IN2020M for ~6k. Its a LED monitor and also has a 20" 1600*900 which is a nice bump up from the typical 18.5" 1366*768 screens!
 
^^ The AMD tri-core seems to handle itself itself pretty well. Not very worthy spending ~2000/- for a 5-10 fps bump in games in my views, but the onus is entirely on you.

Add to that you can comfortably over-clock the AMD Athlon II so brownies for that as well.
