you have a pretty good budget are you looking to game at 1440x900 resolution only? You can easily build a rig which would be able to handle games at Full HD Resolution...
 
Get HD6850 10k to 12k can play at full HD.

monitor you selected is really cool.It has 1920x1080 (full HD),2ms.

I am new so consider others advice.
 
You do not need a P67 if you are not going to OC the rig!

You can opt for Sapphire/MSI HD6950 2GB Reference design if you are interested in unlocking. If you have couple of grands more to spend then you can opt for CM 690 ~ 4.3k

All AMD HD 6950 2GB and above models AMD HD 6970 / 6990 cards have a dual VGA BIOS for overclock purpose provided by default. Plus in India I'll recommend OP sources the card from Sapphire OR HIS and then looks at MSI option, MSI has got a good ASS chain but I've lost a VGA card due to faulty manufacturing (the GPU chip and the heat-sink were 2 mm apart) my card got fried after 3 months service, then got replaced in three weeks.

Plus OP has to buy a HD 6950 2GB card explicitly marked with a December based batch ID, otherwise it has no chance of unlocking.

Are u sure all models of 6950 and above have dual bios? AFAIK, the non reference models dont have dual bios. Please correct me if I am wrong.

About the batch ID of December, yah its true.
 
All reference models come with dual bios switch and some non reference editions too like MSI HD6950 Twin Frozr III and there is also one powercolor HD6950 custom cooler card which comes with dual BIOS switch...

The initial HD 6950 2GB series cards were just a stock HD 6950 2GB OR a HD 6970 (these were binned to HD 6950 and retailed as such) with a different VGA BIOS ~ after a flash all the locked shader units got unlocked and the card became a HD 6970 clocked @HD 6950 speeds.

AMD has two methods of locking the shader count on all of their recent GPUs. The first one relies on fuses inside the GPU, or on the substrate - a mechanism similar to Intel's multiplier locking. It is not reversible as far as we know. The second mechanism is the one we are interested in, AMD can configure the VGA BIOS in a way that it disables extra shaders, in addition to the ones disabled via the on-die fuses. This method is mostly used to create engineering samples or reviewer cards that match the target specifications. Usually production cards come with the shader count configured in the fuses, so that it can not be changed.
 
My HD6950 was manufactured in Feb and unlocked into HD6970 easily... :)

And after seeing some user reviews on Newegg i think that AMD has done nothing to stop HD6950 from unlocking into HD6970... People who recently bought HD6950 (in the month of April) were able to unlock HD6950 into HD6970...

^^Then OP should definetly dabble with a HD 6950. Great value takes out the entire nVidia line-up from 14000/- (GTX 560 Ti) onwards to the 21000/- (GTX 570).
 
^^ For the replacement of this monitor best would be you go for the Dell ST2220M ~ 8500/- OR BenQ E2220HD ~ 8300 -- 8800/-. Hope this helps.

I saw in other forum that ATI is doing something for the 6950s in the upcoming batches to prevent unlocking towards a 6970, hence older batches are more prone towards unlocking to 6970.

You are going to use this rig as 24*7 download rig? Thts not a good idea. Your electricity bills will raise quite high.
