Cheap VFM Dual SIM Mobile With Good Battery!

Help me guys!
I have a relative and he is from village.
He need a basic Dual SIM GSM mobile.
There are too many power cut in village and for very long time in some cases.
So,the battery should be very good.
He doesn't need any fancy.
Just colour phone,dual sim,may be fm(internal antenna) with good battery.
It should be cheap,VFM and reliable.

Yesterday i have bought LG GX200 for Rs.3650/- in Delhi. The phone is great in battery life & other features but the picture quality is not upto the mark.
