Just making this as a list of what all happened in the telecom space

As of now

BPL/Loop - Dus Ka Gang/other offers - circles where they had spectrum.
Airtel - 999 Lifetime incoming
Reliance (Old) - 500 INR phone with features
BSNL\MTNL - ~1000 INR monthly unlimited 3G
Tata - Per second billing
Rcom - 599 unlimited calling - this was CDMA i guess, with FUP

Anything else? Need to put dates in order
 
RCOM - 599 (later 499) - FIRST plans to include roaming outgoing + incoming free [Called as One India One Rate, Later Freepaid]. I kept my number on RCOM for years due to this as I was travelling frequently between states (still do). What was even better was that you could latch on to Tata Docomo or Aircel networks at NO extra charge - so coverage wasn't much of an issue either.

Like bharati mittal said there will be only 3-4 Pvt Operators and 1PSU.

At least till 2019 there will be 5 as Idea/Vodafone will initially operate under separate brands "for customers" (i.e. one company, two brands). This is already announced.
 
@Darth_Infernus There was one more plan bundled with some phones by RCOM - pay for full year in advance, and UL everything.

For data - MTNL and BSNL - 1049 or similar (cant remember exactly) plan for 3G unlimited. There was active discussion here with Sierra cards.
