Well these two things are not at all related except they both need programming knowledge .
For c++ i'd advice you to buy oop c++ by balagurusamy , and watch youtube video on c++ (thenewboston is what i liked)
I dont know much about android rom development but pretty sure its much more tough . first learn c++ then move to java (for android development)

:facepalm::facepalm::facepalm::dead:[DOUBLEPOST=1365749005][/DOUBLEPOST]btw, you don't need to learn c++ for android roms. what you need to learn is Linux. how kernel is organized and the OS architecture. which is not easy if you don't know programming.
