Graphic Cards Rig Fails to power Up/DEAD or ALIVE?

Hi guys,i have a gaming rig pretty good condition and around 1.5years old

Specs-
Elitegroup h61 mobo(cheap one worth 3.5k)
Antec v450p psu
Intel pentium g2030
4gb ram
Nvidia gtx 650ti boost

It was Working fine till 3 months ago.after which i packed it for exams.Now it dosent seem to power up no matter what i try!
PSU or MOBO may be the problem

Earlier if such problem arose,i used to take a look at psu,reappling powe cable etc.
But now even that dosent work.any help Please.

I dont have enough money to spend on new Psu or mobo,being a student.i planned to use this rig till dec 2015 .

Should i try the cheap 400rs PSU i know its not safe but still.
 
does it emit any beeps? do the fans spin up?
it could be faulty ram. can you borrow a friends ram and try it out?
do you have onboard graphics? if so then try booting up without the 650ti.
