Budget 0-20k Required Basic Config for Kids

I need help in buying/building a new PC. My budget and requirements are as follows:
  • Budget: 10-15k
Please use forum template
Before giving suggestions regarding the new config, I need to ask you guys should I really invest in Upgrading or go for a laptop by extending the budget (20k) as it will take less space and will be movable. Please guide me what should I do?

Second will be much better motherboard with much better graphics performance, if you go for it, get the highest speed ram in your budget. Adding an ssd would improve performance much more.

Laptop is good but they dont last 4-5yrs in general. Depends on how old your kids are and whats the use. The above config will be 2x speed of any i3 laptop that will be in your budget. For laptop, budget needs to be around 50-55k to go for a good i5 8250u laptop (cheaper ones will have shit screens)
 
If the kids spill something or drop the laptop it would be costly to repair it. So I would suggest a desktop.

Let me tell you the usage will be very normal right now tally ,Microsoft office and no games as kids are 5 and 7 years old right now and they have not even started using a pc yet, so I think at least 3-4 years they will not require any heavy config pc. So please, I want you to suggest me the basic config which could fulfill my need and save money for future up gradation.
 
I would suggest to go with a Pentium G4560 - it is more or less equivalent to a i3 on a budget. My company is going to pickup a few for testing next week.

The above will last you atleast 4-5years. Its the best value for money. Lower you go, you'll save less money and lose lot more performance. There is a h310 mobo with hdmi for 4999. Try that with the i3 8100.

This is the lowest I'll suggest to go, till the 8th gen pentium reviews are out. g4560 mentioned above is good but its old now. And you save just 3k and lose 2 cores and more performance. It was a great competitior to i3 7100 which was 2 cores like the 5460. So basically you can pick the config mentioned right above, switch the mobo at same price and add an i3 8100. Boom, double performance for 4k more.

With a good ssd instead of the hdd (120gb around same price), you will be flying at a very modest increase or just swapping components with new gen and same price.
 
My Suggestion would be to go with
CPU: AMD Ryzen 2200g,
Mobo: PRIME-B350M-K (You can upgrade later down the line to either R5 or R7's,
HDD: 1TB HDD or Upgrade to SSD,
RAM: 4 GB DDR4 (You can upgrade if you need more at a later stage),
Case: CMP 250(Great case, We have a lot of customers who are happy with it).
PSU: Antec BP450(Great value)
Display: LG 18.5" - 19M38H(Has HDMI,VGA,DVI), HD 720p. 5 ms Response time. ( Can be changed to your liking)
Keyboard and Mice: Of your liking,
Total Cost will come around 35k
