Looking to buy a rig for photo editing. Currently using a laptop and this will be my first time on PC. Suggest a good monitor that will depict accurate colors.

Does it make sense to have a APU when you are going to use a GFX card ?
 
If you want colour accuracy, I would suggest to opt for a professional monitor. On the lines of the Dell Ultrasharp or likes. Or you will get less % of the sRGB spectrum.
 
Try to buy a technicolor certified screen. You wont believe how much of a difference it makes... definitely put a good budget on screen.
 
For photo editing, single thread performance is pretty important - more so than extra cores. On current offerings, this favours intel over AMD for the CPU. This favours the intel 8600 over the Ryzen R5 2600. However, the Ryzen is better for most other things - in particular if you will also be doing light video editing. I'd suggest looking up benchmarks on the particular applications you plan to use to decide. Overall CPU+motherboard cost would be ~6k lower on the AMD platform compared to Intel. You would need to overclock the 2600 to get the most out of it
For the GPU, the sub 15k RX570 cards are pretty good for 1080p 60hz gaming.
