CPU/Mobo Need Help. PC boot issue

Yesterday I turned my PC on and while it was starting I went to fetch some water to drink and when I came back the PC was off. I tried switching it on but no luck. Tried powering off and on multiple times with ample time gap. Still no luck. Tried shorting the power on and ground pins on the motherboard still no luck. Tried reseating the CPU and RAM but no luck. Then I did the paperclip test on the PSU. When nothing was connected to the PSU the fan was running. Even one of the cabinet fans worked when I connected it. But then I connected everything back up again and same issue. When I power on there's a flicker of the fans and then it goes off. Even if no ram is connected motherboard does not beep. I'm not sure what is bust. Maybe the power supply is not taking the load which I don't understand why since its 850 watts with 80+ bronze and my system should barely need 500 watts. My system is 4 years old.

One Interesting thing, Even if I disconnect the PSU to motherboard's main connection, leave all other cables connected and try starting with the paperclip method, same issue arises. Flicker and then dead.

One more thing, throughout all motherboard lights are green, even if PSU fan or anything else isn't working.

My system Configuration is as follows:

PSU: Seasonic SS-850AT
Asus P8P67 Pro
Intel i5 2500k OC @ 4.2ghz
Sapphire Radeon 6850
G.Skill 2*4GB 1600mhz
1TB WD Caviar Black
CM Hyper 212+
Cabinet is a Coolermaster USP 100
Windows 7 Pro

3 most likely causes for this are either faulty a) ram b) psu or c) gpu
Try to test these components on another system (a friends maybe) and see if they work individually.
 
Post a clear pic of your motherboard. Might be some capacitors are blown out. Also try connecting your psu,ram and gpu to other system to check them if they are at fault.
 
Well I couldn't figure it out so gave it to a specialist. Will know soon hopefully. Thanks for the inputs. @Rohan7 hooked up my laptop. Have to play on low settings but still works well :p Nothing can come in between Doto and me :D
 
Well, the person I gave it to says the PSU is fine as even my tests had mostly confirmed and will need some time to determine which component is the culprit. It could be the CPU or Mobo afaik cause I had it running almost 24*7 for 4 years, that too overclocked.
 
Ok. Your rig has served you very well. And you never mentioned that your setup was overclocked. So now apart from mobo even your proccy can be the culprit.
 
OK, since psu and ram failure has been ruled out then it's most likely the mobo. have you tried booting with another gpu?
if your mobo has on-board graphics then try booting with that.
