OC & Modding Need advise with Processor cooler Fan

I'm upgrading my core2 Duo system and I'm only retaining the iball baby case because of it's slim size.

I've already bought the below components:

1. Gigabyte H81M-DS2 rev2.1 - Rs 3465/-
2. Intel i5 4440 - Rs 11,340/-
3. Crucial M500 SSD 256GB - $99
4. Mushkin 240pin DDR3 - 8x2 16gb 1600 - Rs 8250/-

I've read so much about changing stock processor heat sink & fans. I would love a more quieter CPU, other than that I would not overclock or have no gaming requirements, the CPU will be mostly used for home purposes with win 8.1. I seek below advise on the same:

1. Basic question: Since it will be for basic home use, does custom heatsink/fan provide more quieter experience ? Note I've 2x 60mmx60mm fans on my iball cabinet too, and the present system makes noise like a running motor.

2. I'm thinking of the Deepcool Gabriel Cooler at around Rs 3,500 as an alternate:

Is there a more quieter fan in the same price range & low profile ?

Have you checked if noise from stock fan was tolerable or not ? If not, I would suggest first checking that before spending any money on after market coolers/fans.
 
The stock fans starts with very high sound, which subsides in less than a minute. Then durning running there is sound which is bearable but I would love a silent PC with obviously should fit a low profile slim cabinet. I've around 90mm clear height for the heat sink.
 
90 mm is not good for after market cooler, why don't you upgrade your cabinet. there are many heat sink which can be fit in your system but if you want the performance change your cabinet.you bought 16 gb ram, core i5, 256 gb ssd for iball baby. show off your stuff mate buy a good cabinet.

I haven't used an expensive cpu heatsink/fan, but in my experience if the stock fan is running like a motor, then its time to change it / fix it.
I don't think you need to go for an expensive one though..

Note I've 2x 60mmx60mm fans on my iball cabinet too,
Since you don't have a external GPU, you can try turning these off. See if the temps are within limits even without these fans. Then make a decision accordingly.
