Budget 0-20k Need a CPU for College Student

Hi

I am looking for a CPU in the price range of 0-20K (for my sister doing 1st year college. Kindly suggest me with configurations (as of now I dont have any idea about that).

I guess for girls its only watching movies and surfing net apart from project work(If heavy design software are not needed) , then can even take a look at Intel compustick, full proper computer- currently at 10k, you will have to buy a monitor separately. but good thing is that stick can be carried anywhere for project etc or to home during vacations or can be connected to TVs as well. Also It has 5000/- worth of original win 8 installed.
