Budget 0-20k Need a budget rig to play all modern games

Hello.I need to play all modern games at least at low resolution but without any lag.I mostly play GTA V,NFS Rivals,etc.Please suggest me a CPU+GPU+MOBO+RAM+PSU+HDD COMBOO under 28000INR as I'm a budget gamer.Thanks in advance.

first What is your current System?what parts do you have?tell us
also i assume you have a cheap 500rs power supply right??,then a good power supply is MANDATORY not a requirement

Second hand PS4 he can get for arnd 17k on olx, its much better than gaming on Pentium + integrated graphics. Hell I got a xbox one on olx for 15k
 
I have saved some more money.My budget is around 23-8k.But I need a whole CPU without monitor as I am going to connect to a TV.

I don't like console gaming because a computer is better than a Console because it can do a lot more than a gaming console.Also I would do some editing works not photo android editing. Thanks in advance.

The issue is that you are building everything from scratch(no previous hardware) , so it is bit hard to fit everything in that budget.
If you can push it around 32-35k, the build is possible.
Here is a combo available at Prime abgb you can consider:

The combo is around 17k and you still need a hdd, cabinet, gpu and psu(depends on gpu) and KB+Mouse
The above components depend upon your requirements and can be flexible in price but I guess the combo is bare minimum

First get a Rx460-around 10k
6gen pentium + mobo-10k
Crucial 2400MHZ ddr4 4gb is selling for 1800 on eBay.in
Go to eBay and do a search for crucial ddr4
This is the only ram you Have to buy
Intel 520 180gb SSD-2.5k
1tb HDD-3.5k
Cabinet -1000rs


There u go Op,in the future u can upgrade the processor and add another 4gb ram


This is the cheapest Modern setup U can get!

I actually doubt you can play modern games on Pentium(n gen) , it is supposed to be processor for entry level desktops with moderate usage and lacks an essential Intel feature : Hyperthreading which is necessary to run modern softwares / games.
So an i3 is still a good bet for future proof config and by the time he upgrades the procy and ram, he might have to upgrade whole config.
He can cheap out on ssd, since the budget he got can mildly cover the 1tb hdd
And, I think RX 460 is best bang for buck for now and atleast good enough to handle new games at 1080p resolution if op desires for it.
PS 8gb ram is bare minimum this days for any game.

Used to game on a pentium 6gen,no big deal,a few games might throw a fit.

Also games have nothing to do with cores,they see threads,so a i3 can run a quad core supporting game.

I agree with the 8gb ram part,the crucial ballistics is too cheap to ignore
