My local ISP ? Wrong or Right.. Need serious tech help to double confirm

My local ISP (Dealing with a single person till day) says.
They have a local Indian ISP service till day. (within Mumbai)
A dynamic IP range provider.

Checked my IP adress, rebooted router/several times, IP address appears to be static..
Ip Address always goes to following whois ranges:

Is this right or wrong ?

Where is middleman from Mumbai ?

Assuming an error in configuration, 172.16.X.X till 172.31.X.X is private. I am assuming you are checking your WAN IP from router and not from an online service.

Otherwise, this pool of IPs has changed hands, and is now in the hands of your ISP.
