Mayekar broadband bandwidth varies a lot on Speedtest Vs Fast.com

I am on a 16 Mbps unlimited plan given by Mayekar broadband. It gives me 16 mbps UP & Down when I check on Speedtest if the selected server is in India. It also gives me the same speeds when I use torrrents. But when I select a server in the USA or any of the south-east asian countries, the speeds hover around 3-5mbps up & down. On Fast.com as well my speeds are in the range of 2.5 to 3.5 Mpbs. 80-90% of my internet usage is Netflix and I get HD quality with DOLBY within a minute or two of starting the video. And YouTube works on HD even when there are 3-4 devices at home streaming content. So it is not a deal breaker by any means.
I was on Hathway broadband before this and I used to get 25-35 Mbps on Fast.com on my 50 Mbps line. I had discontinue the service because of their FUP. Mayekar was cheaper, had no FUP and from what I had heard, pretty reliable as well.
But I wanted to know if this normal and if you guys also face such a huge disparity in speeds on Indian servers VS servers abroad. The difference of 16 mbps down on Indian servers vs 2.5-3.5 Mpbs on servers abroad is huge. Should I take it up with Mayekar? Do you think there is anything they can do about it?

Speed test sites work by looking at your geolocation and assigning a server near you for a reason:

I can't be sure but it could be that fast.com is not able to find geolocation for the ISP and is assigning some server in the US region bringing down the speeds.

Most of the sites, specially ones serving Priority 1 data (ie video, images, audio) like Netflix use CDNs which have servers colocated in most countries. Hence, you are able to watch HD quality videos even when the speeds show up slow on fast.com
