Is Reliance Jio selling user data to Ad Networks?

Apparently they're using it for some sort of call quality benchmark :

As per the Hactivist report, the call data is sent to Madme which is basically into Mobile Advertising. This has nothing to do with Call Quality benchmark.

A bit from Madme site:


The mAdme platform uses specialized device trigger technology that delivers full-screen, rich-media, actionable events directly on-device after certain triggers e.g. post-call, connected/charging, device startup, wifi available, airplanes mode etc. This means that mobile operators and their client brands can place highly targeted campaigns at the end of an event e.g. immediately after a call or upon wifi connection.
 
Yes the mADme company name would indicate their business revolves around advertising. But are people seeing ads on their Jio phone?

Another bit from the madme site :
mAdme may collect call quality details about the operator network, coverage or phone’s signal quality during a call. This allows mAdme to track call quality experience, we log:
  • The cell ID and location of phone masts serving your incoming and outgoing calls at the start and end of the call
  • Call signal strength (RSSI)
  • call duration
  • GPS data for start of call & end of call
  • Network type (2G, 3G, 4G)
  • Call transition (If the call transitioned from 4G to 3G during the call)
  • The phone number dialed / received is stored in the database as a one-way Hash - this number cannot be decrypted & viewed
