Can ISP throttle speeds only for torrents?

Torrent downloads worked fine on Hathway when i was in my Mumbai home last week, even i used 1337x, if you want to try some other sites, then check out this one: https://www.skytorrents.in/

It's not possible they have selective deployment of filters is it?

It is just different people using different urls, .to is what i use.
 
Guess what... doesn't work.. check out the screenshot.

on a crazy hunch.. have Bitdefender installed.. but doubt it's causing this..

Final update- called my hathway friend who works there and he clarified they havent blocked any site not even porn ones. Most of their users thrive on torrents itself so if they block it they will lost a lot of mass to other isps.
Seems some issue with your os and firewall or some mismatch settings on your hathway account. Call cc and tell you can't download anything.

Try https before the url. You can right click and copy magnet hash instead of downloading the torrent file.

You can use torrentz.eu too. Or zooqle. I think many ISP's have blocked zooqle now including https.

https method doesn't work for me either.. tried looking at various posts and details on this issue, but I think the only explanation is Hathway has some accounts related settings or something similar in place. nothing my end has changed in terms of OS/IP settings/Setup.

This is how i connect to the net : Hathway >> Hathway Modem >> Asus RT-88u Router >> Ethernet >> Desktop // Wifi - Laptop/iPad/Macbook/Phones etc.
 
Maybe they are blocking geographically :p

Check your DNS settings.

Else, if possible, both share a traceroute to google dns - 8.8.8.8

@nRiTeCh I lodged a complaint with them today and I got a call back from their back end.. they're saying while they haven't blocked it.. it's from the TRAI other main gateways through which most of the ISP traffic is routed. When I told him that another friend of mine on hathway could access it.. he said in some time even they should stop as these blocks when directed by DOT get implemented progressively.

Looks like I'm going in circles here. Can your friend help check with anyone in the backend? I tried accessing www.1337x.to on the iPhone via 4G on Vodafone and had no issues connecting. Can't make sense of whats going on.
 
He is from billing department and not into technical support. And he now shifted to his hometown in another city but in hathway itself. Will ask him.

BTW if trai had blocked it means very soon all isps will have same issue even these sites wont be accessible from phone. So only way is to go for vpn services.
 
Had similar issues with blocked sites on Hathway (through local service providers). Updating DNS (blank earlier) to Google DNS server fixed them.
 
If you guys are having this much trouble just opening a torrent site, then i wonder what's gonna happen when you actually try downloading, with double NATing and upload blocking. Like the OP has.

Most of the sites have been blocked by TRAI/DoT due to court orders. Most of the times torrent downloading is not blocked. Rather they are made faster by peering. So if you use Tor and get the magnet link, that is enough

Most of the cable internet providers only get subscribers since they have peering for torrents. So most providers try to get better peering providers. (I am talking about WB)
 
Peering is good and all but torrents that are not cached work like crap. See the OP for typical symptoms of blocked inbound ports. Forget about the extra peering speed, you will not even get you'r normal cap speed if you don't upload properly. And very few torrents are actually cached.
