Best Phone to buy from US

A friend is coming from US and going to ask him to buy a phone. It looks like iphone4s is available for $270. Is it a good buy at that price? Most phones don't have much pricing difference when compared to India but some phone have huge difference. I would like to go with a VFM phone with significant price difference to make the buying from US worth it. Open to buying Nexus4 too.

A: 15-20kk

2. Q: Preferred Form Factor(flip, bar, slider)?
A: Bar

3. Q: Preferred display type?
A: No preference

4. Q: Do you have any brand preference or dislike? Please name them.
A: None.

5. Q: Preferred input method (Touchscreen, QWERTY, etc.)?
A: Touchscreen

6. Q: Camera required or not? If required, please specify type like front camera/flash/etc.
A: Primary and secondary camera required

7. Q: Preferred operating system? (Android, Symbian, iOS, Windows Phone etc).
A: Open to anything

8. Q: Preferred connectivity options? (3G, Wifi, Edge etc).
A: 3G and 4g (Reliance may launch with cheap plans and I would like the phone to be future proof)

9. Q: What is your intended use for this phone(internet, camera, multimedia, mails, etc)?
A: Spreadsheets, mails and internet.

10. Q: Any other requirements?
A: Dual sim preferred, great build quality would be cool.

11. Q: If you have already considered a phone then please mention the model.

where exactly are you getting an iPhone 4S for $270!? o_O Buy it!
As for other phones, you can get an Atrix HD, Pantech Discover, RAZR HD, mint Galaxy S3 and a lot of BAD ESN phones on ebay(which you can flash on reliance cdma :p)

is it possible to use GSM sim in Verizon 4s by unlocking/other processes!
