Kindly give me the best best pc config for smooth functioning for maya 2016, i'll be buying intell board and processor and nvidia graphic card windows 7 . Kindly give me the detailed congid for destop cpu only i have a dell monitor and my budget is Rs.75000 Thank you

Spend 5 grand more and get a Quadro K620. Unless you use Viewport 2.0, lots of stuff doesnt work correctly on a Geforce card.

There is a difference between a "gaming" graphics card and a "professional" graphics card. There is a reason why professionals (rendering, animators etc) go for Quadro cards for their workstation usage and why there is a market for these. Besides the OP had made it clear that he won't be gaming.
As for the price one can check with other dealers or see if they can procure it for less.
Slight OT: It is not suggested to upgrade to the R9 380/390 from the R9 2XX because, as many sites have already said, they are rebadged models with minor improvements. So basically if you have an R9 2XX card you can just say "screw the 3XX" and not upgrade it.
