Budget 31-40k Advice for programming PC (ML)

I think ultimately the choice will be between i3 8100 - 8470/- vs Ryzen 2200g - 7850/- . Maybe the experts can throw some more light on this. I have never used an AMD so my bias is towards intel.
For now, I can live with 8gb DDR4 ram but would like to upgrade in 6-8 months to 16gb.
Also I would prefer a motherboard with 4 RAM slots, just in case some slots might get bad.

Is USB 3.0 still the prevailing standard?
For storage, should I go for 120 gb SSD + 1 TB HDD ?
Would it be good to have windows 10 installed and then put linux in a VM or just linux should suffice ?

This pc will be primarily used for programming (ML, Data science). For torrenting and browsing i have another laptop.

Ryzen 2200G is all rounder processor. OTOH i3 8100 would be behind Ryzen in GPU part but ahead in CPU part. You might also want to check motherboard and chipset flexibility. With AMD, you can upgrade by 2020 using same motherboard.

Yes USB3.0 is current gen.

120GB + 1TB is good idea. Just note that 120GB fills up pretty quickly. 250GB SSD drives are about 6000 (Samsung EVO 860).
 
Thanks for the reply. I am not planning to upgrade the processor anytime soon. So which motherboard + processor, do you recommend, as I said my usage will be primarily programming and a bit of movies/browsing.

Initially it seems it will be enough but stuff fills up fast.

Avoid Seagate. WD Red is very good drive but I think it could exceed overall budget. You may have a look at WD Blue drives.

Also the ram, should i buy the dual channel 8gb ram considering I will add another 8 gb by next year ? If yes then which one??
Corsair CX450 is good enough power supply for this rig?

I am overstepping my budge by a good 7-10k. Any suggestions on how to cap it a bit down.
 
I am planning to do most heavy computations in cloud using free AWS account. If really required, I can upgrade a GPU later. But right now its just out of my budget.

I am sorry I have many naive questions, but I have not built a rig in 10 years and the world of pc has undergone a sea change in that time.

Yes, you should get one with processor.

May be you can stick to your original selection.

Also I think prices offline should be cheaper compared to online portals. I am not 100% confident on this though.

Have not heard about this PSU - honestly I am not in great touch with current peripherals. But some Google reads mention this as good budget PSU.

About case, is there any specific requirement on your mid ? If its just design and looks, its quite subjective. From my liking, I can suggest you few models/series.

Antec GX200
Cooler Master Q300L, Force 500

I am not looking for design or looks, just most efficient. I have also looked at the following:

Also can you suggest any UPS. I dont have any inverter at home and will need 1-2 min power supply to save everything and shut down.
Do I need a stabilizer as well or the power strips which protects against power surges are enough?

A few things I found out after coming home.
1. Cooler Master MWE500 has UK power fuse. So needed to buy an adapter 6/16 AMP.
2. Motherboard didnt have any wifi adapter in built. Thinking of buying - TP-Link TL-WN725N 150Mbps Wireless N Nano USB Adapter

Yeah windows installation was shady, but he said its genuine and money back if there are any errors in updates.
I only listed SSD price and forgot the HDD price - 2449/-

I wanted to confirm about the wifi adapter, is what I listed, a good choice?
Is it a norm nowadays that motherboards dont have inbuilt wifi adapters?
