In current configuration, my friend is unable to get vga signal simultaneously with dvi and hdmi outputs of external gpu. Is this something he should expect?

Will reuse current gpu, can you recommend a second one that wont draw too much from the Seasonic? It will be mostly hdmi+dvi or just dvi. Haven't zeroed in on a brand yet, trying to keep costs down.
