All of them almost will do the same thing cause if I recall correctly, they are all 80+ certified. Just that vx450 will give you more room just in case you decide to upgrade your download rig to make it a partial gaming rig

Go for the seasonic 380w. The load on a SMPS must be in the sweet spot ie., 30-70% of its capacity for it to be fully efficient(80+). So going for a low power SMPS will be more sensible for a DL rig.

The most efficient one.
Given the same rig, you have to look at the efficiency figure at the power draw of that rig.
For a low-power rig, say around 100 watts, the VX450 is about 85% efficient, which means a total power consumption of 117 watts.
At the exact same power draw, a Coolermaster Extreme 400 is 75% efficient (approx), based on the behardware review, and the Gigabyte around 82%.
The CM will thus draw around 133 watts from the socket, and the Gigabyte 121 watts.
The difference between the worst and best supplies is only 16 watts, and between first and second place just about 5 watts. Over a 24-hour, one month run that is 11.5 (3.6) units, or about 17 (5) rupees/mo.
However note that the decreased efficiency also results in higher heat output from the PSU, and low quality PSUs have other issues which are well covered in past threads. Ultimately the differences in efficiency come from conscience, not from the wallet. That little bit you save helps overall conservation, so you should get the most efficient supply your pocket permits.

Seasonic S12II-380 Power Supply | silentpcreview.com
Corsair VX 450 ower Supply | silentpcreview.com
Still Seasonic will make a better buy. Better convince your friend for online buy or get a dealer to get it for you.

The Seasonic has very similar efficiency to the Gigabyte. Using the Antec EA380 as a proxy (they are identical supplies, only rebadged by Seasonic for Antec), it is a very good buy and competitive with the VX450 for efficiency - though not as cost-effective as the Gigabyte. OTOH, the Seasonic will have better build quality than a Gigabyte.
For those suggesting the CX400, note that its efficiency is lower than all the other candidates mentioned here apart from the CM, it is only about 81% efficient at 100 watts load. The difference is marginal, but between that and the Seasonic/Gigabyte I'd take the Seasonic. Or if the budget was really tight, the Gigabyte.
