Default Whats the 'Low Latency' thing in RAMs?

As the title seeks:

Whats the 'Low Latency' thing in RAMs? Any advantages while OCing or otherwise?

And whats that 5-5-5-15 at 2T, etc?

Memory Timing Mini Guide... - HardwareHell Forums. Just replace 2.5-3-3-8 with 5-5-5. Newer RAM runs at higher frequencies which indirectly causes an increase in latency.

Thanks! But i have some doubts for all to dispel:

1. Is RAM OCing an hinderance to CPU OCing?
2. Is this where RAM's Voltage plays a part?
3. Can CPU and RAM be moderately OCed at the same time?

2. what do you mean...you may have to increase voltage for overclocking
3. yes

read a good ocing guide before attempting to do it...
get your basics clear on how these things work..

1. When you increase your FSB(Front Side Bus) frequency, both RAM and processor get overclocked.
2. Yes, voltage supplied is generally proportional to frequency. Beyond a certain point, overvolting is mandatory to overclock.
3. Yes.
