The deal with my ISP is my account is fully open, unrestricted access to the net, no port blocking, no shapping no nothing, even have a dedicated public IP V/s the private IP the other clients get. If he is indeed shaping is there a way to figure it out ? I can go to him place and open up his server management screen too right in front of him, in that case what should I be looking for there?

Right now even he is stumped and he has no clue what to do next, its a "I can't do without him, and he does not want to loose my account" . I am telling him to check his switch, these problems started after the previous one burnt out, and it was replaced. So could it be a switch problem ?
