Hyper 212 is the best bet. And yes, it comes with thermal paste, mounting kits and a 120mm fan.
Get it from primeabgb.

I chose two for me-:
1. Coolermaster hyper 212 Plus
2. thermalright Ultima 90

which is best?

and for thermal paste i am considering "sunbeam tuniq TX2". Is it good thermal paste?

TX-2 is one of the very best and yet affordable than most other silver compounds. Ultima 90 is good but considering a 90mm coller for 2.4k isnt a good idea when hyper 212 120mm is for sub 2k.

And Ultima 90 shudnt come closer to hyper 212 fitted with a high cfm 120mm fan [<2200rpm with 90+ cfm]

If you have 2.4k+ to spare, look no further and get SCCF 120. Really gr8 vfm
SCCF bundle has :120mm cooler with larger copper pipes*4 + fan controller + TX-2 + mounting kits + 120mm 2000 rpm MFDB fan for 2.6k

considering vfm
Ultra 90 [1.4k] > Hyper 212[2k] > SCCF [2.6k] > TTE120 [3.3k]

I am not sure of your comments on performance of ultima90i vs CM hyper 212 +.
And not everyone wants a 30dB+ fan running in their rig, which kind of restricts usage of high cfm fans.

I hope you do realise that though it's HDT, the finnage and resultant surface area on the Hyper 212 was more than on the 212+.

SCCF mounting sucks, build quality is cheap- waste of money imho.

CM Hyper 212 plus is ok, not very expensive at 1.8K-1.9K, comes with a decent fan too.
I still prefer the plain Hyper 212 with solid copper base plate o r rather i don't like HDT ones actually.
HDT coolers have their own quirks.

OP needs for cpu at stock speed mostly and though it's a PentiumD but a D9xx, CM Hyper TX2 or TX3 (1.3K-1.4K) may be enough for him too.

ocz v2 is better...but the TIM bundled is pathetic and needs proper application for optimum results for ocz v2.
Hyper 212+ on contrary performs close to v2 with better vfm @ 1.9k. ocz v2 is retailing for 2.5k odd.
For stock speeds and moderate ocing tx3 is good choice imo.

I was running a hot q6600 under the Gemini IIS (not the +, that is a bigger cooler), as well as an AMD Phenom 9950. While not the best for overclocked rigs, with stock CPUs is good enough to keep up with the likes of the CCF.

Still gets my Phenom II x2 550 to 3.8GHz, and the Athlon II x4 620 to 3.25 with very moderate temperature rise (few degrees max). Id say it's a good cooler for low to moderate heatloads, for highest overclocks on hot CPUs look elsewhere. The low profile is a bonus.
